Yes but what does it mean? Without knowing anything about it, its awfully... open to interpretation...

It's a variation on something Seneca is purported to have said - "Longum iter est per praecepta, breve et efficax per exempla". Or in English, "the way is made long [and difficult] by rules, short and efficient by example".

it's from the writings of a French revolutionary, one of the Saint-Justs. I'd say interpretation is what it's asking for. Is it, in fact, an example?!
