An experimental image edit, passing through three different image editing tools (all with different features), and several different filters, going from JPEG to vector to bitmap to JPEG again.
I was trying to duplicate the effect used for my head shot on my Server Management column, but at the same time trying to get a BD-styled line edged effect. I'm quite pleased - I've ended up with just the look I wanted.
I'm afraid I can't - not that I wouldn't! - as unfortunately the tool I used to do the flattening is a closed Beta we're writing about under serious NDA. I think you can probably emulate it using Illustrator's tracing tools.
However, the bit you really want to know about isn't! The edging is the Photoshop "Poster Edge" filter applied in Illustrator. I can't remember the exact tuning, but it should be easy enough to tweak...

Just out of curiosity, would you be willing to do a similar rendering as a commission? That illustration style would be perfect for a project I'm working on, and I'm sufficiently Photoshop-illiterate that I'd be better off giving it to a professional.
